The short answer
- Program: Master of Engineering (MEng) in Electrical and Computer Engineering at the University of Waterloo, starting Fall 2027. Course-based: 8 courses, about 16 months full time.
- The bar: a 75% average from a four-year degree (for Indian degrees Waterloo lists First Class, 8/10 or Very Good), and IELTS 6.5 with at least 6.0 in writing and speaking.
- Deadline: 1 February 2027 for Fall 2027, for the regular MEng and the co-op version alike.
- Cost: CA$17,400 tuition per term at 2026-27 rates. About CA$105,000 (₹71.7 lakh) for the whole program once IRCC’s minimum living costs are added.
Ananya’s profile
Hers is a common profile: good grades, a year of work behind her, a family ready to borrow for the right program, and no wish to spend months guessing.

- Background
- B.E. in Electronics and Communication Engineering from a Chennai engineering college. One year as an embedded software engineer.
- Scores
- CGPA 8.4 out of 10 (First Class with Distinction). IELTS Academic 7.0 overall, 6.5 in writing. No GRE.
- Budget
- Up to about ₹75 lakh for the whole program: family savings plus an education loan.
- Goals
- A course-based master’s, no thesis. Work in Canada afterwards on a post-graduation work permit.
- Why she reached out
- She wanted to know which Canadian engineering master’s she could realistically get into, and what the study permit would ask of her family’s finances.
The shortlist, and why
Her finder answers produced a ranked shortlist straight away. With her counsellor she cut it to five, spread across odds so that one rejection could never sink the plan.
- AmbitiousUniversity of TorontoThe most competitive engineering school on her list. Worth one application, not a whole strategy.
- TargetUniversity of WaterlooHer choiceA course-based MEng in her exact field with no supervisor needed, three admit terms a year, and a separate co-op version she could apply to directly.
- TargetMcMaster UniversityA second Ontario option at a similar level, so Waterloo wasn’t her only realistic offer.
- SafeCarleton UniversityHer grades clear our estimated entry level comfortably. It made an Ontario offer very likely.
- SafeConcordia UniversityA Montréal backup. Studying in Quebec usually adds a CAQ (Quebec acceptance certificate) to the paperwork, which her counsellor flagged on the first call.
Safe, Target and Ambitious are our estimates for this profile, not the universities’ own labels. A counsellor confirms every requirement on the university’s page.
Week by week
Week 1 is the week she fills in the finder. For a Fall 2027 start, that would be around November 2026.
- Week 1A profile in two minutes, a counsellor within a dayAnanya answers the finder’s eight questions and sees her shortlist immediately. A counsellor reviews it and messages her on WhatsApp within 24 hours to set up a free 20-minute call.
- Week 1Course-based, not thesis-basedOn the call she settles the biggest question first. She wants to work after graduating, not do research, and Waterloo’s FAQ says an MEng student doesn’t need a supervisor. That rules out chasing professors by email.
- Week 2The co-op decision, made on day oneWaterloo runs the MEng co-op as a separate program. You apply to it directly, places are limited, and current MEng students can’t transfer into it later. She applies to the co-op version and, separately, to the regular MEng.
- Weeks 2–3Paperwork that takes longestShe asks her college for transcripts and her degree certificate, and asks her referees early: her final-year project guide and her manager.
- Weeks 3–5The statement of purposeThree drafts with her counsellor. The final version is about the embedded systems problems she worked on and the courses she wants next, not a life story.
- Week 6Applications inShe submits both Waterloo applications and pays the CA$125 fee for each, weeks ahead of the 1 February 2027 deadline. The rest of her shortlist goes in the same fortnight.
- While waitingThe money file, before the offerWaterloo doesn’t publish a decision date, so she uses the wait to get her education loan sanctioned and to collect six months of bank statements that show where the family’s savings came from.
- OfferAcceptance, medical, permitWith Waterloo’s letter of acceptance she books an upfront medical exam with an IRCC panel physician and applies for her study permit online, then gives biometrics.
- August 2027FlyShe arrives before the Fall term, which at Waterloo runs from September to December.
Documents she needed
- Passport valid for her whole stay. It matters later too: a post-graduation work permit is only issued for as long as your passport is valid.
- Transcripts and degree certificate from her college.
- IELTS Academic score report. Waterloo treats English test scores as valid for two years from the test date.
- Statement of purpose, CV and references for each application.
- Letter of acceptance from Waterloo.
- Proof of funds: first-year tuition and fees, plus CA$23,448 for living costs, plus travel. Hers was a loan sanction letter and six months of bank statements showing the source of the money.
- Proof she doesn’t need a provincial attestation letter (PAL). From 1 January 2026, master’s students at a public university are exempt, but IRCC asks you to show which exception applies.
- Upfront medical exam results. India is on IRCC’s list of countries that need one for stays of six months or more.
- Biometrics (fingerprints and photo), after applying.
What it costs
Waterloo hasn’t published Fall 2027 tuition yet, so this uses the 2026-27 rates for international MEng students. Expect next year’s to be a little higher.
| Item | CAD | INR (approx.) |
|---|---|---|
| Tuition, 4 terms × $17,400 | 69,600 | ₹47.3 lakh |
| Incidental fees, 4 terms × $1,014.11 | 4,056 | ₹2.8 lakh |
| Application fees, 2 × $125 | 250 | ₹17,000 |
| Study permit ($150) and biometrics ($85) | 235 | ₹16,000 |
| Living costs, 16 months at IRCC’s minimum ($23,448 a year) | 31,264 | ₹21.3 lakh |
| Total, before flights, the medical exam and IELTS | 105,405 | ₹71.7 lakh |
Rupee figures at ₹68 = CA$1 (Bank of Canada daily rate, 30 October 2026). IRCC’s figure is a minimum to show on paper, not a promise of what Waterloo rent will cost. If she takes up a co-op place, add the CA$836 co-op fee for each term it applies (2026-27).
The study permit
Canada’s rules changed a lot in 2024 and 2025. As of October 2026, this is what applies to someone in Ananya’s position:
- No PAL needed. Master’s and doctoral students at a public designated learning institution don’t need a provincial or territorial attestation letter for programs starting from 1 January 2026. You still need to show you qualify for the exception.
- No mandatory GIC. The Student Direct Stream closed in November 2024. A guaranteed investment certificate is now just one accepted way to prove funds, alongside loans and bank statements.
- Fees: CA$150 for the permit and CA$85 for biometrics.
- Medical: required for people who have lived in India for six months or more in the year before they come. IRCC recommends doing it before you apply.
- Work while studying: up to 24 hours a week off campus during term, and unlimited hours in scheduled breaks.
- After graduating: a master’s of at least 8 months can lead to a post-graduation work permit of up to 3 years. There’s no field-of-study requirement for master’s graduates, but you must show CLB 7 in English (or NCLC 7 in French) in all four skills.
What made the difference
- Choosing the program variant first. The co-op question can’t be fixed after admission, so she settled it before writing a single essay.
- Applying early, not on the deadline. Six weeks in, everything was submitted, months before 1 February.
- Clearing English with room to spare. Writing 6.5 against a 6.0 minimum meant no conditional offer and no retest.
- Building the money file before the offer. When the letter of acceptance arrived, the loan sanction and statements were already in a folder.
- Thinking past graduation. Her counsellor checked her passport’s expiry against a three-year work permit before she renewed anything.
Is this you?
This route suits you if most of these are true:
- You have a four-year engineering degree with First Class or 8/10 and above.
- You want a course-based master’s and to work in Canada afterwards.
- You’re aiming for Fall 2027, and can apply before 1 February 2027.
